§ Particular purposes of scheme.
§ 3. It is hereby declared, without prejudice to the generality of the provisions of the last foregoing section with respect to the provisions which may be contained in a scheme, that there may be thereby conferred on the Board powers for all or any of the following purposes, amongst others, that is to say—
§ (g) the regulation, by means of rules, of the manner and conditions in and subject to which sales may be conducted, of the charges by way of commission to be made by salesmen and exporters, of 5 standards of curing and of kippering, and of methods of packing and transport;
§ (i) the purchase and sale as agents and" in special cases, as principals of herring, including—
- (i) in connection with the regulation of sales with a view to meeting temporary or seasonal conditions detrimental to the industry, the imposition on curers of a duty to place their stocks of cured herring at the disposal of the Board with a view to the sale for export thereof by the Board as agents; and
§ THE UNDER-SECRETARY OF STATE FOE WAR (LORD STRATHCONA AND MOUNT ROYAL) moved, in paragraph (g), to leave out "and of kippering" and insert "kippering and processing ". The noble Lord said: On behalf of my noble friend Earl De La Warr, I beg to move the first Amendment on the Order Paper. This is little more than a drafting Amendment to bring this paragraph into line with paragraph (h). The paragraph enables the scheme to contain a power, by means of rules, to regulate the manner and conditions, and so on, under which herring can be cured and kippered for human consumption, and it seems advisable, if standards, etc., are to be applied for these two purposes, that the Board should also have the power of applying similar standards in respect of other methods of treating herring. I understand that various new methods of smoking herring are being developed, and it is only for that purpose that it is proposed to insert the words which appear on the Order Paper. I beg to move.

§ LORD STRATHCONA AND MOUNT ROYAL moved, in paragraph (i) (i), to leave out "curers of a duty to place their stocks of cured herring" and insert "holders of stocks of cured herring of a duty to place them." The noble Lord said: This Amendment is also just a little more than a drafting Amendment, the object being to widen the wording to include all persons who may have stocks of cured herring at their disposal. It may be that not only curers but other persons, such as exporters, might have stocks of cured herring in their possession, and it is therefore better to use the expression "holders of stocks of cured herring" instead of the word "curers." I beg to move.
