THE CHAIRMAN OF COMMITTEES (THE EARL OF ONSLOW)My Lords, I beg to move that Standing Order No. 171 be considered in order to its being dispensed with in respect of these Bills. The object of doing this is to expedite the Bills. If the Standing Order were not suspended the Bills could not be read a third time until the 29th of July, and that might be too late.
