Clause 4, page 2, line 36, after ("practitioners") insert (" (one of whom shall be a medical practitioner who is not a salaried officer of the Department)").

My Lords, the effect of this Amendment is that certification under Clause 4 (2) of the Bill will not be certification solely by medical practitioners who are salaried officers of the Prisons Department for Scotland. One of the certificates will normally be issued by a medical officer of the criminal lunatic asylum, who will be a salaried officer of the Prisons Department and will have, from his work in the asylum, an expert knowledge of the case which he is certifying. The other certificate will be issued by a medical man who is not a salaried officer of the Prisons Department but is either in the service of the General Board of Control for Scotland or in independent practice.
