My Lords, I should like, on behalf of the noble Marquess who speaks for noble Lords on these Benches, to say that he wishes to associate himself with what was said on the Second Reading from the Front Opposition Bench and by the noble Marquess the Leader of the House, and to express his agreement with the principles of this Bill, and his good wishes for its success. He also desires to associate himself with the tributes which have been paid to the noble Earl, Lord Feversham.
