THE MARQUESS OF SALISBURY

My Lords, I wish to put a question to the Government. It is with reference to the Instruments of Instructions. I do not desire to press the Government for a moment in the matter; but your Lordships are aware that it is part of the Government scheme that, following the passage of this Bill into law, the Instruments of Instructions shall be submitted to both Houses of Parliament. I should be very glad if my noble friend can give us any information as to when that is likely to happen. I repeat I do not desire to press him at all in the matter, and I shall be glad to postpone the question to another day if he wishes.

My Lords, I am much obliged to the noble Marquess for his question. If he puts the question on another day I may be in a position to give him a more definite answer, but at the moment I do not contemplate that they will be taken before the autumn in any case.
