After Clause 17, page 15, line 28, at end, insert the following Clause:

Powers of entry on tracks.

(". Any person authorised in writing in that behalf by the licensing authority, on producing his authority on demand, and any constable, may at all reasonable times enter upon any track for the purpose of ascertaining whether the provisions of this Part of this Act are being complied with, and every person who obstructs any constable or other person in the exercise of his powers under this section shall be guilty of an offence.")

My Lords, the Bill as at present drafted contains no provision whereby the Police or representatives of the licensing authority can enter on a track for the purpose of observing whether the provisions of the Bill are being complied with. The Amendment remedies this omission by empowering any person authorised in writing by the licensing authority or any constable to enter on a track for the purpose of ascertaining whether the provisions of the Bill are being complied with.
