Page 7, line 40, leave out subsection (3) and insert: ("(3) Every such declaration as aforesaid delivered to the licensing authority in connection with any application for a licence shall, until the hearing of the application and, if the application is granted, so long as the licence remains in force, be kept by the licensing authority at their offices so as to be available at any time during office hours for inspection by any member of the public free of charge.")

My Lords, as the Bill stands there is no time limit during which the declaration must be kept available for inspection by the public, and the licensing authority would be under an obligation to keep these declarations for all time. This requirement goes further than is necessary or was intended. The present Amendment accordingly limits the period during which the licensing authority must keep a declaration available for public inspection to the period until the hearing of the application for a licence if the application is refused, or until the expiry of the licence if the licence is granted.
