My Lords, on behalf of my noble friend the Marquess of Londonderry, I beg leave to present a Bill to amend the law with respect to betting on tracks where sporting events take place, including the law with respect to totalisators on horse racecourses; to authorise, subject to restrictions, the establishment of totalisators on dog racecourses; to prohibit betting on tracks with young persons and parimutuel betting except by authorised totalisators; to amend the law with respect to lotteries and certain prize competitions; and for purposes connected with the matters aforesaid. I beg to move that this Bill be now read a first time, and perhaps your Lordships will allow me to say that for the convenience of your Lordships, if you are good enough to give the Bill a First Reading now, copies will be available in the Printed Paper Office at hall past five.
