Clause 33:

Provisions in the event of postponement of coming into operation of Part I.

33.—(1) If this Tart of this Act is not in operation on the first day of July, nineteen hundred and thirty-four, the following provisions shall have effect: -

THE PAYMASTER-GENERAL (LORD ROCHESTER) moved, in subsection (1), to leave out "If this Part of this Act is not in operation on" and insert "Whereas this Part of this Act will not, save as therein otherwise expressly provided, come into operation until after". The noble Lord said: My Lords, both of the Amendments to be moved to this Bill at this stage cover the same point, and they will ensure that Part I of the Bill will come into operation, except as otherwise expressly provided, on Thursday, July 26. As I explained oil the Committee stage, that was the date we in- tended, but there was a little difficulty in establishing it definitely because we did not know the date on which the Bill would receive the Royal Assent. Therefore, we are putting in these words so as to leave no doubt.

Amendment moved— Page 3, line 14, leave out from the beginning to ("the") in line 15, and insert the said new words.—(Lord Rochester).

Before this Amendment is put may I ask whether there is going to be any special national celebration to welcome the Bill and make public holiday?

Clause 34:

Commencement, extent and citation of Part I.

34.—(1) Save as therein otherwise expressly provided, this Part of this Act shall come into operation on the fifth Thursday after the passing of this Act.

LORD ROCHESTER moved, in subsection (1), to leave out "fifth Thursday after the passing of this Act" and insert "twenty-sixth day of July, nineteen hundred and thirty-four." The noble Lord said: My Lords, This is the same point exactly, and is simply complementary to the other, in fixing the actual date.
