§ THE LORD CHANCELLOR, My Lords, I beg to move that we agree with, the Commons in the Amendment in line 16 to leave out "vindictive" and insert "exemplary." I might explain that "exemplary" is the word commonly used, and it is considered a more suitable word than "vindictive."
