My Lords, under Clause 3 a young person must have at least eleven consecutive hours rest in every twenty-four and the period of eleven hours must include the period between 10 p.m. and 6 a.m. An exception is, however, made in the clause for male young persons between sixteen and eighteen employed in connection with the delivery of milk or bread in the early morning, who may be employed from 5 a.m. The effect of the Amendments is, first, to extend this exception to include the delivery of newspapers; and, secondly, to make it clear that the collection of the commodities in question, for example, from a railway station or wholesale depot, is also covered. I beg to move that these Amendments be agreed to.
