My Lords, under the provisions of the clause the occupiers of garages may average the statutory hours over a period of three weeks, subject to a maximum of fifty-four hours in any week. The Amendment provides that the averaging arrangement is only to apply to young persons between sixteen and eighteen. This is similar to the provision made in the case of the catering trade under a previous Amendment.
