§ THE LORD CHANCELLOR (VISCOUNT SANKEY)My Lords, I beg to move the following Privilege Amendment in Clause 1, page 2, line 26, to insert at the end:
(4) Nothing in this section shall authorise the expenditure of moneys out of the Consolidated Fund of the United Kingdom or out of moneys provided by Parliament.
