§ THE UNDER-SECRETARY OF STATE FOR WAR (EARL STANHOPE) moved, That an humble Address be presented to His Majesty, praying His Majesty to make an Order-in-Council under the Military Manœuvres Acts, 1897 and 1911, a draft of which was presented to this House on the 14th February last. The noble Earl said: My Lords, a draft Order-in-Council has lain on the Table of both Houses of Parliament for more than thirty sitting days, but it cannot be submitted to His Majesty in Council until it has received an affirmative Resolution in both Houses of Parliament. For that reason this Motion in my name appears on the Paper, to ask for an affirmative Resolution of this House. It is merely a formal Resolution, and I do not know if your Lordships would desire any further information about it. I may say that it is proposed that manœuvres should be held in the area south of the Salisbury Plain area during the month of September. Leave is taken to use this area from the 1st of August for three months, but in point of fact I think it will probably only be used during the month of September. The area in question is about twelve miles east and west and twelve miles north and south, about half of it being already military land. I think there is nothing further that I need say to your Lordships on the subject, hilt I shall be ready to answer any questions if your Lordships desire to ask them. I therefore move the Resolution which stands in my name.
