Constitution and Proceedings of Appointing Trustees.

1. The representative of the Advisory Committee shall be selected by that committee from amongst the members of the committee appointed by local authorities or groups of local authorities and shall hold office as such representative for a term of three years. Notice of the appointment of such representative shall be given by the committee to the Minister.

2. The Minister shall take such steps as may be necessary as soon as may be after the passing of this Act for summoning the first meeting of the Appointing Trustees.

THE MARQUESS OF LONDONDERRY moved, in the first paragraph, to leave out the first "The" and insert "Subject to the provisions of this Schedule, the."The noble Marquess said: This Amendment and a subsequent Amendment to be moved at the end of the Schedule, provides that the first representative of the London and Home Counties Traffic Advisory Committee on the Appointing Trustees shall be appointed by the local authority representatives on the Committee as constituted at the date of the passing of the Bill. This is necessary to ensure that there should be no avoidable delay in establishing the Board. Several weeks must necessarily elapse before the Advisory Committee can be re-constituted as provided in Clause 58 and the Twelfth Schedule to the Bill. I beg to move.

THE MARQUESS OF LONDONDERRY moved, at the end of the second paragraph after "Trustees," to insert "and shall thereafter summon meetings of the Appointing Trustees whenever it is in his opinion expedient that meetings should be held." The noble Marquess said: This Amendment is necessary because it is desirable and convenient that machinery should exist for summoning meetings of the Appointing Trustees when necessary, and this duty can be most appropriately discharged by the Minister.

THE MARQUESS OF LONDONDERRY moved to add at the end of the First Schedule the following new paragraph: () The representative of the Advisory Committee first appointed under this Act as such representative shall be selected by that Committee as constituted on the passing of this Act from amongst the members of the committee then in office appointed by local authorities or groups of local authorities and shall hold office until his successor is appointed by the Advisory Committee as reconstituted under this Act. Notice of the appointment of such representative shall he given by the committee to the Minister.
