Order of Day for the consideration of the Third Report from the Select Committee read.

The Committee reported as follows:

1. SUB-COMMITTEE ON THE REFRESHMENT DEPARTMENT.

The Earl of Lucan reported from the Sub-Committee on the Refreshment Department that they had entered into an arrangement with Messrs. A. J. Carpenter. Limited, to carry on the Refreshment Department in succession to Mr. R. C. Vaughan, who has retired.

2. CUSTODIANS.

The Lord Great Chamberlain reported to the Committee that a corps of custodians was about to be formed under his control for the protection of the Palace of Westminster. These custodians will be employed to carry out certain of the duties now discharged by police and night watchmen. The saving to the Exchequer by this arrangement is estimated at £13,000 a year.

3. ESTIMATES.

The Estimate for the House of Lords Offices for the year ending 31st March, 1934, was laid before the Committee and approved. Under this Estimate the cost of the corps of custodians for the whole of the Palace of Westminster is carried on the vote for the House of Lords Offices, but provision is made for a contribution as an appropriation-in-aid in respect of such services as have not hitherto fallen upon that Vote.

4. SUPPLEMENTARY ESTIMATE.

A supplementary estimate was submitted to the Committee, amounting to £1,950, for the maintenance and provision of uniforms for the corps of custodians from 1st January, 1933, to the end of the financial year.

My Lords, I beg to move that this Report be now considered and adopted. In doing so I would draw attention to the fact that the question of custodians raised by the noble Earl on the Opposition Bench yesterday was brought before the House of Lords Offices Committee and considered, and the Report was received by the Lord Great Chamberlain. The substance of it is contained in this Report. I beg to move.
