LORD LLOYD had given Notice to ask His Majesty's Government whether upon making his farewell address on leaving India, the Under-Secretary of State obtained the sanction of the Viceroy and the Secretary of State for India for the views expressed. The noble Lord said: My Lords, I beg to ask the Question which stands in my name.

My Lords, as was announced at the time, before I left this country for India I was released by the Prime Minister from my duties as Under-Secretary of State for India, for it was clear that no recommendations to which I might append my signature as Chairman of the Franchise Committee would be binding on the Government of India or His Majesty's Government. In the same way therefore any public utterance which I made in India was made in my personal capacity and not as representing either the Viceroy or the Secretary of State.
