My Lords, I am sorry to say that the noble Earl, Lord Onslow, is unable to be present this afternoon owing to some trouble at home. My noble friend Lord Stanmore is willing to act in his place this afternoon if your Lordships agree, but I think it is necessary that you should give your formal approval to that. I therefore move that Lord Stanmore do act as Lord Chairman of Committees during to-day's sitting.

Moved, That Lord Stanmore be appointed to take the Chair in the Committees of the Whole House this day in the absence of the Chairman of Committees.—(Viscount Hailsham.)
