Extension of Powers to allow Cinematograph Entertainments.

Supplementary.

9. No order laid before Parliament under the provisions of this Schedule shall be deemed, for the purposes of the Standing Orders of either House of Parliament, to be a Special Order, unless that House, by order made after the passing of this Act, directs that such orders shall be deemed to be Special Orders.

VISCOUNT HAILSHAM moved to leave out paragraph 9. The noble and learned Viscount said: This is an Amendment which I move to give effect to the promise which I gave to my noble friend the Chairman of Committee, in order to enable it to remain clear that no attempt at all is being made to interfere in any way with the power of each House of Parliament to control its own procedure and I think the method which he suggested is the one which I am now moving.

Perhaps I may supplement what has fallen from the noble and learned Viscount the Leader of the House by information of which noble Lords may not be aware, that I have put down for "No day named"—because of course we cannot say when the Bill will receive the Royal Assent—an Amendment to the Standing Order in fulfilment of the suggestions I made to your Lordships, which I gathered found favour with your Lordships.
