Report from the Special Orders Committee, That they have examined the scheme as required by the Standing Orders of the House; that the Earl De La Warr, Parliamentary Private Secretary to the Minister of Agriculture and Fisheries, attended the Committee; that in their opinion the provisions of the scheme raise questions of policy and principle which have been accepted already by the House when passing the Agricultural Marketing Act, 1931, under which the scheme is submitted for approval; that the provisions of the scheme are not founded on precedent; that the question as to whether the scheme is intra vires is at present the subject of an appeal to this House from the Court of Appeal; that in their opinion the scheme cannot be approved by the House without special attention, but that no further inquiry is necessary before the House proceeds to a decision upon the Resolution approving the said scheme: Read, and ordered to lie on the Table.
