Clause 1, page 2, line 5, at end insert: ("(3) It shall not be competent to make any order under this section applying to the islands of Haskeir Mor and Haskeir Beig, in the Outer Hebrides, or to any place within three miles of any part of these islands, other than an order extending the period specified in subsection (1) of this section.")

LORD STRATHCONA AND MOUNT ROYAL

My Lords, I beg to move that this House agree with the Commons in the Amendment on page 2, line 5. This is a new subsection inserted between subsections (2) and (3), the effect of which will be that no order can be made curtailing or cancelling the close time so far as regards the Island of Haskeir and the waters surrounding it within territorial limits, though it will be possible to make an Order extending the close time. The object of the Amendment is to make this island, which was once a famous breeding ground of the grey seal, a permanent sanctuary.
