1278§ ago by the House of Commons, that the power of imposing taxation was entirely in their hands. Your Lordships have never agreed to that, and there have been many occasions when it has suited the Government of the day to impose taxation in this House. But this is not imposing taxation. This is putting a limit to expenditure, which I venture to say is a different thing altogether. In either case there has been no Act of Parliament. There has been nothing but a Motion in another place many years ago, not agreed to in this House, and, therefore, I venture to say that we are perfectly within our rights in insisting upon this Amendment, which we put in when the Bill was before us a short time ago. If we were wrong to put it in then, we ought never to have put it in, but having done so we ought not to run away from it.
