My Lords, I beg to move that we agree to the first of the Commons consequential Amendments. The two Amendments apparently are entirely drafting Amendments, and I invite your Lordships to accept them. The first is page 2, line 9, leave out the word "passing" and insert the word "commencement." I take this opportunity of saying that I personally have not used the word "commencement" for forty years or more, and I am sorry that my boycott cannot continue uninterruptedly till the end. I am, obliged, however, to use it to-day in asking your Lordships to put it into the Bill.
