My Lords, I beg to move that the Regulations, as reported from the Special Orders Committee on Tuesday last, be approved. I think this Motion requires just a few words of explanation. The Special Orders Committee considered that a question of principle arose which was not founded on precedent. The Regulations raise the speed from 20 to 30 miles an hour of motor vehicles with pneumatic tyres drawing two-wheel trailers fitted with pneumatic tyres. The reason of this was that the Minister of Transport had received very influential deputations from various associations pointing out that the limit of 20 miles an hour for these two-wheeled trailers and luggage carriers—and I think small caravans come under this heading—inflicted a hardship, and that in one particular case there had been actually a reduction of 30 per cent. in the orders given for this class of vehicle. As it was felt that this class of vehicle could quite safely run on the roads at a limit of 30 miles an hour, the Minister of Transport, in the exercise of the powers which he has under the Act, has issued this special Order.
