THE LORD PRESIDENT OF THE COUNCIL (LORD PARMOOR)

My Lords, I beg to move the Motion standing in my name, that Standing Orders No. XXI and XXXIX be considered in order to their being suspended for this day's sitting. I want to apply that Motion, if your Lordships agree to it, in order that the first Bill taken to-day shall be the Coal Mines Bill, which stands on the Paper in the name of the Lord Chancellor, and the next the Unemployment Insurance (No. 4) Bill of which a Third Reading is necessary. As your Lordships know, there is to be a Royal Commission at a later hour and it is very important that both those Bills should be brought before the Royal Commission because it is essential that they should come into operation at once. There is one other matter to which I might refer. The Lord Bishop of Southwark has a Resolution on the Paper dealing with housing. I think it would be difficult for him to bring it on to-day at a convenient time and, therefore, he proposes to move it on Monday, when it will be the first Order.

Moved, That Standing Orders No. XXI and XXXIX be considered in order to their being suspended for this day's sitting, and that Government business have precedence over other Notices and Orders of the day.—(Lord Parmoor.)
