My Lords, at this late hour I do not think your Lordships would wish me to detain you with the details of this Bill, which is merely a technical measure ratifying an agreement with the Government of the Irish Free State. All the interests concerned are supporting this Bill and I beg, therefore, to move that it be now read a second time.
