Order of the Day for the House to be put into Committee read.

My Lords, in moving that this House do now resolve itself into Committee, I must offer an apology to your Lordships' House and to my noble friend Lord Banbury for describing this Bill, in answer to a question of his, as a Money Bill. Although largely concerned with finance this Bill is not a certified Bill. I hope that my noble friend has not been deterred by this false information from placing any Amendments on the Paper to-day. I feel, however, that it would be difficult to devise Amendments which did not raise the question of Privilege.
