My Lords, I beg to move, That Standing Order No. XXXIX be considered in order to its being dispensed with for the purpose of taking the Bill through all its stages. It is essential that the Bill should become operative before the 1st of May. I cannot find that there is any objection, or any desire to raise discussion at this stage on this Bill, so I move the Resolution which stands in my name.

My Lords, I now have to move that Lord Stanmore be asked to take the Chair in connection with this Bill in the Committee stage to-day in the absence of the Chairman of Committees.
