THE LORD PRESIDENT OF THE COUNCIL (LORD PARMOOR)

My Lords, I regret to say that the Lord Chairman, Lord Donoughmore, cannot be present to-day as he is suffering from a cold which keeps him in his room. Lord Stanmore has consented to take his place, and I beg to move that Lord Stanmore be appointed to take the Chair in Committee of the Whole House, to-day, in the absence of the Lord Chairman of Committees.

Moved accordingly, and, on Question, Motion agreed to.

The Earl of Strafford appointed to take the Chair in the Special Orders Committee this day.
