§ THE LORD PRESIDENT OF THE COUNCIL (LORD PARMOOR)My Lords, I regret to say that the Lord Chairman, Lord Donoughmore, cannot be present to-day as he is suffering from a cold which keeps him in his room. Lord Stanmore has consented to take his place, and I beg to move that Lord Stanmore be appointed to take the Chair in Committee of the Whole House, to-day, in the absence of the Lord Chairman of Committees.
