My Lords, now we come to a series of Amendments the effect of which is to remove the previous approval of the Board of Control to the matters there dealt with, except as regards research. Great objection was taken by local authorities to the approval of the Board of Control being required for these matters, but no very great importance is attached to it by the Minister except in the case of research. In that case, of course, it would very likely lead to unnecessary duplication and possibly to wasted effort, and the effect of this Amendment and the Amendments to line 16, line 28 (which gives the power to contribute to the funds of voluntary associations), line 29, and line 32 (which gives power to make agreements with another local authority) are all designed to carry out this purpose. The intervening Amendments to line 15, line 26, and line 30 are drafting.
