My Lords, this is intended as a footnote for the guidance of the medical practitioner. The distinction already exists in the form of certificates scheduled to the Lunacy Act, but it is thought that here it would be better to keep the words out of the form itself in order that it should not too closely resemble a lunacy certificate. It is put in, however, as a guidance to the practitioner.
