Page 16, line 14, leave out ("commencement") and insert ("passing") and at end insert ("(3) This section shall come into operation on the passing of this Act")

My Lords, the Bill will not come into operation until January, 1931, and the interval will be necessary for preparatory work, but this does not apply to the circumstances for which Clause 16 makes provision. It is thought that that might properly operate from the passage of the Bill, and any proceedings which are actually pending when the Bill passes will not be affected. I beg to move that this House doth agree with the Commons in the said Amendment.
