My Lords, the noble Lord, Lord Sandhurst, called my attention to Clause 1 (4), in which he said the drafting was really confused and difficult to understand. I have taken the opportunity of communicating with the proper authorities. Unfortunately, there has not been time for the Parliamentary draftsman to prepare an improved draft for the Committee stage, 869 but I should propose to put it down for Third Reading. In any ease, it is only a drafting Amendment. I beg to move that the House do resolve itself into Committee.
