Appointment and Election of Members of Lee Conservancy Board.

(1) The members shall be respectively appointed and elected as follows:—

THE EARL OF HALSBURY had an Amendment on the Paper to leave out "one" and to insert "three" at the end of paragraph (1). The noble Earl said: I desire to move this Amendment in a different form. Having consulted with the noble Earl opposite, I gather that he would be content to allow this Amendment to go through if instead of inserting "three" I move to insert "two." This is a question concerning barge owners on the Lee. They contribute a very large amount—over 50 per cent.—to that area, and they obviously ought to have a representative. Their point is not to have more than one, but, owing to absences, they think if only one were appointed it is very likely he might be away at a time when there was a very important meeting, and, therefore, they want to have more than one, so that they can always have one representative present. The noble Earl has graciously intimated that he will accept that, and I therefore beg to move to leave out "one" and insert "two."

I think the noble Marquess, when discussing the matter, said that he would do his best to enable me to get the Report and Third Reading as quickly as possible, and would endeavour to let me have the Third Reading closely on the Report. I hope he will remember that. This Bill has already taken a very long time.

Of course I will keep my word, but I will remind the noble Earl that the Bill has been amended a little, and I think he will himself require a good deal of time. Shall we refer to the matter again tomorrow?
