§ LORD PARMOORMy Lords, I have to acquaint the House that I have had a message from his home that the noble Earl, Lord Donoughmore, is unable to be here to take his place in the Chair during Committee owing to indisposition. I beg, therefore, to move: That Earl Beauchamp be appointed to take the Chair in the Committee of the Whole House this day in the absence of the Chairman of Committees from illness.
