I have to convey to your Lordships the following Message from, the King:—

"I have received your Address praying that I will make an Order in Council under the Military Manœuvres Acts, 1897 and 1911, the draft of which was presented to your Lordships on the twenty-seventh day of March last. I will comply with your advice."
