After Clause 13 insert the following new clause:

Provision as to expenses in connection with orders under Part II.

"14. An order under this Part of this Act may contain provisions with respect to the persons by whom the expenses or any of the expenses incurred by the Minister or other persons in connection with the making or confirmation of the order (including, in the case of an order confirming a scheme, expenses incurred in connection with the making of the scheme) are to be borne or the rates upon which the expenses are to be charged."

My Lords, this clause puts in the Bill the same provisions that were contained in the Act of 1918 in respect of Orders made. It is necessary to have some provisions as otherwise the whole expense of making Orders for the benefit of local districts would fall upon the Ministry, and that would be undesirable.
