§ Order of the Day for the House to be put into Committee read.
§ THE EARL OF LUCANMy Lords, on behalf of my noble friend the Duke of Atholl, I beg to move that the House do mow resolve itself into Committee on this Bill. It will be within the recollection of your Lordships that when the noble Duke moved the Second Reading last Thursday the hour was very late and he had to keep another engagement. The noble Earl, Lord Beauchamp, very properly objected to a mere formal Motion and asked for some explanation of the Bill, but on the appeal of my noble friend the noble Earl was good 966 enough to waive his objection on condition that an explanation was given on the Committee stage. I would, therefore, like to assure the noble Earl that this Bill has been brought in merely in order to bring the law in Scotland into line with legislation which was passed in 1926 for England and Wales. I have the Act of 1926 here, and it is very similar to the present Bill. If the noble Earl compares the two he will find that they are practically the same, with the exception of certain changes which are necessary owing to the Scottish nomenclature. I do not know whether the noble Earl would wish me to go through the clauses? They are perfectly simple and I believe that in another place the Bill went through without any opposition. Unless the noble Earl wants any further information I will simply move that the House do resolve itself into Committee.
