My Lords, this Amendment provides that the maximum speed for this class of vehicles shall be thirty miles an hour if the vehicles are fitted with pneumatic tyres. The conveyance of racehorses is becoming more general, and it is desirable that such vehicles should have the same speed limit as motor coaches. I beg to move.
