EARL RUSSELL

My Lords, this is an alteration of a definition of the public service vehicle. The words "in pursuance of an offer made to the public" have been omitted and the new proviso added aims at preventing the improper use of contract carriers. Attention has been called to a case where big clubs are being formed and the membership of the club have the privilege of taking a contract, but the use of contract carriages for genuine private parties is, of course, not to be forbidden. I beg to move that this House agree with the Commons in this Amendment.

Moved, That this House doth agree with the Commons in the said Amendments.—(Earl Russell.)

On Question, Motion agreed to.
