Page 4, line, 24, leave out paragraph (a) and insert: ("(a) Where any regulations made after the passing of this Act contain provisions varying the requirements as regards the construction or weight of any class or description of vehicles provision shall be made by the regulations for exempting for such period (not being less than five years) as may be specified therein from the provisions aforesaid any vehicle of that class or description registered under the Roads Act, 1920, before the expiration of one year from the making of the regulations; and")

Page 4, line 42, at end insert: ("(2) The Minister may at any time revoke, vary, or amend an order made under this section.")

My Lords, the proviso which it is proposed to omit was inserted in this House, and in its old form would hate prevented the repeal of any regulation that had been made. In its new form it has been agreed with the Society of Motor Manufacturers and Traders. It provides that existing vehicles and any vehicles which may be registered within twelve months of the making of any new regulations shall, for a period of five years at least, be exempted from the provisions of any new regulations.
