My Lords, you will recollect that this was the first Bill we brought forward last July. It was very satisfactorily amended in your Lordships' House by a suggestion made by the noble and learned Lord, Lord Atkin, with reference to reciprocity. Nothing now occurs in reference to that question. This is a Bill for the enforcement of foreign arbitral awards—that is to say, awards the parties to which are subjects of different countries. It was thought that it was not quite clear that it might not be made to apply to arbitration wholly national—that is to say, wholly carried out by British subjects within the territory of Great Britain. Your Lordships have before you the only Amendments suggested, the object of which is to make it clear that the Bill applies only to arbitral awards where the parties to the awards are subjects of different countries. I think, if I read the paragraph affected, your Lordships will see how it is amended. Perhaps your Lordships will be inclined to take the Amendments together for they are all on Clause 1 and relate to the same matter. It is only in paragraph (b) of Clause 1 that there are any Amendments. The amended form is as follows:— (b) between persons of whom one is subject to the jurisdiction of some one of such Powers as His Majesty, being satisfied that reciprocal provisions have been made, may by Order in Council declare to be parties to the said Convention and of whom the other is subject to the jurisdiction of some other of the Powers aforesaid. I think it would be convenient if I move that we agree with the Amendments. There are no Amendments to any other part of the Bill.
