My Lords, I beg to move that this Bill be read a second time. I understand that it is generally agreed that it would be best for any discussion to take place later. I therefore beg formally to move, on behalf of my noble friend Lord Thomson.

My Lords, it is perfectly true that the suggestion was made that this stage should be taken formally and any debate should come later, and the suggestion seems to me not an unreasonable one. It is in the hands of your Lordships whether you fall in with that arrangement, but I ought to say that, if the Second Reading is taken as a formal stage, the Government should understand that it is highly probable that a debate of importance may be raised upon the next stage of the Bill.
