THE PARLIAMENTARY SECRETARY OR THE MINISTRY OF TRANSPORT (EARL RUSSELL)

My Lords, I beg leave to introduce a Bill to amend the Lunacy Acts, 1890 to 1922, and such of the provisions of the Mental Deficiency Acts, 1913 to 1927, as relate to the constitution and organisation of the work of the Board of Control, the exercise of the powers of the Board, and the protection of persons putting those Acts into operation. I ought to tell your Lordships that I am afraid that the print of this Bill may not he in your hands for a day or two. Therefore I do not propose to take the Second Reading until Thursday of next week, November 28, so as to give noble Lords time to see it. I have been asked by Lord Sandhurst, who has a Question on the Paper relating to this subject, to say that of course that Question will be removed. I beg to move that the Bill be now read a first time.
