My Lords, I should like to take this opportunity, with the permission of the Leader of the House, to say that, owing perhaps to the misapprehension of a conversation, he suggested yesterday that the Road Traffic Bill might be ready next week. I think I ought to tell your Lordships that I fear there is no chance of its being ready until the week after next.
