My Lords, the first two of these Amendments are drafting Amendments, made to meet points raised during the Committee stage in another place. The third is also a drafting Amendment. Application for an Order must be made either by the owner of a bridge or a highway authority. The Amendment, therefore, does not alter the effect of the clause. I beg to move that this House doth agree with the Commons in the said Amendments.
