My Lords, the Bill as introduced expressly precluded the Minister from transferring by Order from the owner of a bridge to a highway authority any right to take tolls. It would in any case have been impracticable for the Minister to make an Order for the reconstruction or improvement of a bridge at the expense of a highway authority while the right to take tolls remained with the owner. The effect of the new subsection on the Minister's powers will, therefore, be only negligible. I beg to move that this House doth agree with the Amendment.
