THE CHAIRMAN OF COMMITTEES (THE EARL OF DONOUGHMORE)

My Lords, with reference to this Bill, I have now to move its Second Reading and it may be convenient if I mention that I have a letter from the noble Duke, the Duke of Devonshire, with reference to the next Order upon the Paper—[that in the event of the Bill being committed certain instructions should be given to the Committee]—saying that he does not intend to move that Motion. The Motion illustrates certain negotiations that have been going on for the last few days. I understand that, since it was put down, agreement has been reached by all the parties interested and a clause will be introduced in Committee to carry out that agreement. I beg to move that the Bill be now read a second time.
