Clause 1, page 1, line 6, after ("A") insert ("necessitous").

Page 3, line 30, at end insert the following new paragraph:— (" (iv) For the purposes of this section the expression 'necessitous' means a person whose annual income from all sources is less than two hundred and fifty pounds.")

The Commons disagreed to the above Amendments for the following Reason:— "Because they affect the charge on public funds, and the Commons consider it unnecessary to offer any further Reason, hoping that the above Reason may be deemed sufficient."

My Lords, I beg to move that this House doth not insist upon the Amendments to which the Commons disagreed. I do not think it is necessary for me to say more than a sentence or two. The matter has been discussed already at some length and, after what my learned and noble Leader has said, I do not propose to add anything except to say in reference to certain observations, of the noble Marquess that the Speaker has ruled that a question of Privilege arises, and the Commons assign Privilege as the reason for disagreement, and in my view your Lordships cannot now question that.
