Preamble:

Whereas by virtue of certificates issued under Section eight of the Bankers (Ireland) Act, 1845, the aggregate amount of bank-notes which banks in Ireland may issue in excess of the amount of gold and silver coin and other currency held by those banks was fixed at six millions, three hundred and fifty-four thousand, four hundred and ninety-four pounds, and such excess issues are hereinafter referred to as "fiduciary note issues":

THE FIRST COMMISSIONER OF WORKS (VISCOUNT PEEL) moved to leave out "may" and insert "are authorised to," and, after "of" ["of gold and silver coin"] to insert "bank notes issued by them against." The noble Viscount said: This is really a drafting Amendment to the Preamble. It really improves the drafting, and makes the Preamble clearer.

Clause 4 [Short title construction and commencement]:

VISCOUNT PEEL moved, after subsection (1), to insert the following new subsection:— (2) In the Bankers (Ireland) Act, 1845, references to the Dublin Gazette shall be construed as references to the Belfast Gazette." The noble Viscount said: I think it is obvious why "Belfast" is substituted for "Dublin" which appears in the Bankers (Ireland) Act, 1845. I am advised that it would be possible to make the alteration by adopting a certain clause in the Act of 1922, but it is more convenient to do it by direct legislation, and that is why this Amendment has been brought forward. I beg to move.
